  • (1829) عَنْ ابْنِ عُمَرَ رضي الله عنهما عَنِ النَّبِيِّ صلى الله عليه وسلم  أَنَّهُ قَالَ (( أَلَا كُلُّكُمْ رَاعٍ وَكُلُّكُمْ مَسْؤُولٌ عَنْ رَعِيَّتِهِ  فَالأمِيرُ الَّذِي عَلَى النَّاسِ رَاعٍ ؛ وَهُوَ مَسْؤُولٌ عَنْ رَعِيَّتِهِ ؛ والرَّجُلُ رَاعٍ عَلَى أَهْلِ بَيْتِهِ ؛ وَهُوَ مَسْؤُولٌ عَنْهُمْ ؛ وَالمَرْأَةُ رَاعِيَةٌ عَلَى بَيْتِ بَعْلِهَا  وَوَلَدِهِ ؛ وَهِيَ مَسؤُولَةٌ عَنْهُمْ ؛ وَالعَبْدُ رَاعٍ عَلَى مَالِ سَيِّدِهِ  وَهُوَ مَسْؤُولٌ عَنْهُ ؛ أَلَا فَكُلُّكُمْ رَاعٍ  وَكُلُّكُمْ مَسْؤُولٌ عَنْ رَعِيَّتِهِ ))

It has been narrated on the authority of Ibn ‘Umar that the Prophet (May be upon him) said

Beware. every one of you is a shepherd and every one is answerable with regard to his flock. The Caliph is a shepherd over the people and shall be questioned about his subjects (as to how he conducted their affairs). A man is a guardian over the members of his family and shal be questioned about them (as to how he looked after their physical and moral well-being). A woman is a guardian over the household of her husband and his children and shall be questioned about them (as to how she managed the household and brought up the children). A slave is a guardian over the property of his master and shall be questioned about it (as to how he safeguarded his trust). Beware, every one of you is a guardian and every one of you shall be questioned with regard to his trust

  • (1839)  عَنِ ابْنِ عُمَرَ رضي الله عنهما  عَنِ النَّبِيِّ صلى الله عليه وسلم  أَنَّه قَالَ (( عَلَى المَرْءِ المُسْلِمِ السَّمْعُ والطَّاعَةُ  فِيمَا أَحَبَّ وَكَرِهَ ؛ إِلَّا أَنْ يُؤمَرَ بِمَعْصِيَةٍ ؛ فَإِنْ أُمِرَ بِمَعْصِيَةٍ ؛ فَلا سَمْعَ  وَلا طَاعَةَ ))

( البخاري ومسلم )

It has been narrated on the authority of Ibn ‘Umar that the Prophet (peace be upon him) said

It is obligatory upon a Muslim that he should listen (to the ruler appointed over him) and obey him whether he likes it or not, except that he is ordered to do a sinful thing. If he is ordered to do a sinful act, a Muslim should neither listen to him nor should he obey his orders

  • (1841)  عَنْ أَبِي هُرَيْرَةَ رضي الله عنه عَنِ النَّبِيِّ صلى الله عليه وسلم قَالَ  (( إِنَّمَا الإِمَامُ جُنَّةٌ  ؛ يُقَاتَلُ مِنْ وَرَائِهِ ؛ وَيُتَّقَى بِهِ ؛ فَإِنْ أَمَرَ بِتَقْوَى اللهِ  عَزَّ وَجَلَّ وَعَدَلَ  ؛ كَانَ لَهُ بِذَلِكَ أَجْرٌ ؛ وَإِنْ يَأْمُرْ بِغَيْرِهِ  كَانَ عَلَيْهِ مِنْهُ ))

( صحيح مسلم )

It has been narrated on the authority of Abu Huraira that the Prophet of Allah (peace be upon him) said

A commander (of the Muslims) is a shield for them. They fight behind him and they are protected by (him from tyrants and aggressors). If he enjoins fear of God, the Exalted and Glorious, and dispenses justice, there will be a (great) reward for him; and if he enjoins otherwise, it redounds on him

  • (1852)  عَنْ عَرْفَجَةَ  رضي الله عنه قَالَ : سَمِعْتُ رَسُولَ الله صلى الله عليه وسلم  يَقُولُ (( إِنَّهُ سَتَكُونُ هَنَاتٌ وَهَنَاتٌ ؛ فَمَنْ أَرَادَ أَنْ يُفَرِّقَ أَمْرَ هَذِهِ الأُمَّةِ ؛ وَهِيَ جَمِيعٌ ؛ فَاضْرِبُوهُ بِالسَّيْفِ ؛ كَائِناً مَنْ كَانَ ))

( صحيح مسلم )

It has been narrated on the authority of ‘Arfaja who said

I have heard the Messenger of Allah (peace be upon him) say: Different evils will make their appearance in the near future. Anyone who tries to disrupt the affairs of this Umma while they are united you should strike him with the sword whoever he be. (If remonstrance does not prevail with him and he does not desist from his disruptive activities, he is to be killed.)

  • (1853)  عَنْ أَبِي سَعِيدٍ الخُدْرِيِّ رضي الله عنه  قَالَ : قَالَ رَسُولُ اللهِ صلى  الله عليه وسلم : (( إِذَا بُويِعَ لِخَلِيفَتَيْنِ فَاقْتُلُوا الآخَرَ مِنْهُمَا ))

( صحيح مسلم )

It has been narrated on the authority of Aba Sa’id al-Khudri that the Messenger of Allah (peace be upon him) said

When oath of allegiance has been taken for two caliphs, kill the one for whom the oath was taken later

  • (2929)  عَنْ عَبْدَالرَّحْمَنِ بْنِ سَمُرَةَ قَالَ : قَالَ لِي النَّبِيُّ صلى الله عليه وسلم : (( يَا عَبْدَالرَّحْمَنِ بْنِ سَمُرَةَ لا تَسْأَلَ الِإمَارَةَ  فإنك إن أعطيتها عن مسألة وكلت فيها إلى نفسك ؛ وإن أعطيتها عن غير مسألة أعنت عليها ))

Narrated ‘Abd al-Rahman b. Samurah

The Messenger of Allah (peace be upon him) said to me: ‘Abdul al-Rahman b. Samurah, do not ask for the position of commander, for if you are given it after asking you will be left to discharge it yourself, but if you are given it without asking you will be helped to discharge it

  • (2931)  عَنْ أَنَسٍ رضي الله عنه أَنَّ النَّبِيَّ صلى الله عليه وسلم اسْتَخْلَفَ ابْنَ أُمِّ مَكْتُومٍ عَلَى المَدِينَةِ مَرَّتِيْنِ

Narrated Anas

The Prophet (peace be upon him) appointed Ubn Umm Makthum as a governor of Medina (in his absence) twice

  • (2930) عَنْ عَائِشَةَ رضي الله عنها  قَالَتْ : قَالَ رَسُولُ اللهِ صلى الله عليه وسلم : (( إِذَا أَرَادَ  اللهُ بِالأمِيرِ خَيْرًا  جَعَلَ لَهُ وَزِيرَ صِدْقٍ  إِنْ نَسِيَ ذَكَّرَهُ وَإِنْ ذَكَرَ أَعَانَهُ  وَإِذَا أَرَادَ اللهَ بِهِ غَيْرَ ذَلِكَ جَعَلَ لَهُ وَزِيرَ سُوءٍ إِنْ نَسِيَ لَمْ يُذَكِّرْهُ  وَإِنْ ذَكَرَ لَمْ يُعِنْهُ  ))

( سنن أبي داود )

Narrated Aisha, Ummul Mu’minin

The Messenger of Allah (ﷺ) said: When Allah has a good purpose for a ruler, He appoints for him a sincere minister who reminds him if he forgets and helps him if he remembers; but when Allah has a different purpose from that for him. He appoints for him an evil minister who does not remind him if he forgets and does not help him if he remembers

  • (4881) عَنْ أَبِي أُمَامَةَ  عَنْ النَّبِيَّ  صلى الله عليه وسلم قَالَ : (( إِنَّ الأَمِيرَ إِذَا ابْتَغَى الرِّيبَةَ فِي النَّاسِ أَفْسَدَهُمْ ))

( سنن أبي داود )

Narrated Miqdam ibn Ma’dikarib ; AbuUmamah

The Prophet (ﷺ) said: When a ruler seeks to make imputations against the people, he corrupts them

  • (2174) عَنْ أَبِي سَعِيدٍ الخُدْرِيِّ رضي الله عنه : أَنَّ النَّبِيَّ صلى الله عليه وسلم قاَلَ (( إِنَّ مِنْ أَعْظَمِ  الجِهَادِ  كَلِمَةَ عَدْلٍ عِنْدَ سُلْطَانٍ جَائِرٍ  ))

( جامع الترمذي )

Abu Sa’eed Al-Khudri narrated that the Prophet (s.a.w) said

“Indeed, among the greatest types of Jihad is a just statement before a tyrannical ruler.”

  • (2256) عَنْ ابْنِ عَبَّاسٍ رضي الله عنهما  عَنِ النَّبِيِّ صلى الله عليه وسلم قَالَ :  (( مَنْ سَكَنَ البَادِيَةَ جَفَا ؛ وَمَنْ اتَّبَعَ الصَّيْدَ غَفُلْ ؛ وَمَنْ أَتَى أَبْوَابَ السُّلْطَانِ افْتَتَنْ ))

( جامع الترمذي )

It was narrated from Ibn ‘Abbas, that the Prophet(s.a.w) said

“Whoever resides in the deserts, he becomes ignorant, whoever follows game, he becomes heedless, and whoever comes to the door of the Sultan, he will suffer a Fitnah.”

  • (2575) عَنْ أَبِي هُرَيْرَةَ رضي الله عنه قَالَ : قَالَ رَسُولُ الله صلى الله عليه وسلم : (( ثَلاثَةٌ لا يُكَلِّمُهُمُ اللهُ عَزَّ وَجَلَّ يَوْم القِيَامَةِ : الشَّيْخُ الزَّانِي ؛ وَالعَائِلُ المَزْهُوُّ ؛ وَالإِمَامُ الكَذَّابُ ))

( سنن النسائي )

It was narrated that Abu Hurairah said

“The Messenger of Allah said: “There are three to whom Allah, it Mighty and Sublime, with not speak on the Day of Resurrection: An old man who commits adultery, a poor man who is arrogant, and an Imam who tells lies.”‘
